Helping Our Most Helpless Children
We have all
read stories of how children are 'lost' in the Foster Care system. By
'lost' we mean the System simply cannot find them, and has no idea of
where they went or what happened to them. Of course, since they are
poor, they do not get the attention of JonBenet Ramsey. Whether they
have run away, or abused and murdered, or sold as slaves into the child
sex trade, no one knows. And the system does not seem to care, because
it keeps on happening. No one can reach
any conclusion other than the System is broken.
Franks Kids has a broader meaning. We
believe that more than half of all children in the foster care
system should be considered "lost" because more than half of
children in foster care will be in jail by the time they are 21
years old.
We consider these children to be
"most helpless" because their parents are not providing care, and
the care provided by our government condemns these children to
unacceptable futures. The only hope for these children is if you and
I help them.
Please help these lost children have
the chance at the same dreams we say every American should have!
Frank Lynch proposes to construct a nationwide system of
Frank's Children's Villages consisting of small clusters of residential homes
adjacent to neighborhood schools. Children would be saved from the foster care
system and placed in these residences staff by full-time, live-in trained
specialists to guide the children.
Each home would specialize in children having similar
needs. Children would be categorized by age, sex, and development similarities,
so that each home could be staff by s specialist targeting these children.
They would generally attend the adjacent neighborhood
schools, but children with exceptional needs or emotional problems would live in
homes adjacent to specialized schools.
Sound expensive? Only in the short term. So many decades
ago that I cannot remember when, I heard it said that you could spend $50,000
today on a child and create a constructive and healthy citizen/taxpayer, or you
could spend $500,000 or more over a lifetime on criminal prosecution, jails,
police and welfare, not to mention the price paid by the crime victims of the
maladjusted kids. And of course those people never pay taxes, they just drain
our money out.
By the time they
reach age 21, fully half of all the "graduates" of our national system
of Foster Care are sentenced to jail, where you and I continue to pay
for them, except that now we pay for them to get a graduate degree in
how to live as criminals. That includes half of the girls.
Plus the follow-on price of unwed, under-age births and
crack babies, who of course are in foster care, in jail and on welfare faster
than a grasshopper can jump.

will say this solution sounds a lot like orphanages. Just goes to show
how hard it is to fool someone with an IQ over room temperature. Here's

of Orphanages
For one hundred years, every single, repeat, EVERY
STUDY has shown that, compared to children who grow up in normal two
parent homes, children who grow up in orphanages spend less time on
welfare, have lower arrest rates, commit fewer crimes and spend less
jail time, and have fewer out of wedlock babies.
Children who grow up in orphanages average a
higher level of education, have higher average income, healthier
children, fewer divorces, pay more lifetime taxes to support society,
and live longer than the total US population.
Which means that children who grow up in
orphanages do as well as children from two parent 'normal' homes, and
better than many of children from 'normal' families.
All of which makes children who grow up in
orphanages into fantastically better, more productive and happier
citizens than children who grow up in foster care.
If you will permit a small joke, the statistics
almost suggest most children from average homes would turn out better in
an orphanage. Just joking!
Unfortunately, Frank Lynch cannot work full time
on this most worthy of charities right now, because it is more important
to save all American children than to just save a part of children. And
Franks Heros and the University seek to save all American children and
to put American Families First.
Frankskids will go forward, but the next 18 months
must be focused on the total Nation.
